Youth engagement In Preparation for First Informal Substantive Consultation Meeting on UNGA Resolution 73/333

An important negotiation, under the auspices of the UN Environment Programme, will be happening from Tuesday 21 July 2020 - Thursday 23 July 2020 on the Global Pact for the Environment & matters related to Stockholm+50, with formal title First Informal Substantive Consultation Meeting on UNGA Resolution 73/333.
Each day, sessions will run virtually for 5 hours in total. There are spots for participation from the youth constituency (in addition to those registered via their accredited NGOs) and opportunities to make interventions, note-taking, etc. Furthermore, we have arranged a dedicated capacity-building session on Monday 20 July and daily roundtables. What are these negotiations about?
In May 2018, the UN General Assembly adopted, resolution 72/277 entitled “Towards a Global Pact for the Environment”, that decided to establish an ad hoc open‑ended working group to consider a technical and evidence-based report that assesses possible gaps in international environmental law and environment-related instruments with a view to strengthening their implementation.
This was followed by August 2019, with GA adopting resolution 73/333, entitled "Follow-up to the report of the ad hoc open-ended working group established pursuant to General Assembly resolution 72/277”, which welcomed the work of the ad hoc working group, and endorsed all its recommendations.
Following informal consultations with regional and political groups, Members of the Bureaux of the UN Environment Assembly (UNEA) and of the Committee of Permanent Representatives (CPR) to the UNEP jointly agreed on a roadmap regarding the follow-up on UN General Assembly resolution 73/333, on “Further Work” of resolution 73/333, which provides as follows:
“Forward these recommendations to the United Nations Environment Assembly for its consideration, and to prepare, at its fifth session, in February 2021, a political declaration for a United Nations high-level meeting, subject to voluntary funding, in the context of the commemoration of the creation of the United Nations Environment Programme by the United Nations Conference on the Human Environment, held in Stockholm from 5 to 16 June 1972, with a view to strengthening the implementation of international environmental law and international environmental governance, in line with paragraph 88 of the outcome document of the United Nations Conference on Sustainable Development, entitled ´The future we want”
What to expect at the first informal substantive consultation?
From 21-23 July 2020, the first informal substantive consultation meeting on UNGA res 73/333 is being convened, will which see discussions on range of issues, including arrangements for UNEA-5, commemoration of the 50th anniversary of 1972 Stockholm Conference on Environment and Human Development - Stockholm+50, and that of UNEP - UNEP@50. Strategic discussions on how the role of UNEP and issues under broader environmental governance (including other MEAs, conventions, etc) can have more coherence will also be discussed.
What does youth participation look like?
There will be several opportunities for engagement at the negotiations itself - such as making interventions, note-taking, joining and also helping amplify lobby points via social media.

Youth Blast, Monday 20th July 2020 - register now!
In the lead-up to the negotiations, we will be hosting a Youth Blast - capacity-building & policy preparation session, on Monday 20th July 2020, from 15.00 - 18.00 UTC.
This is open to all interested youth and will feature experts from the UNEP and Major Groups community who will provide background information and training on the topic. Followed by that, we will have focussed group discussions to draft interventions and strategy for the next days.

Daily policy strategy sessions -
Everyday from 21-23 July, 12 noon - 13.00 Nairobi time, we will be hosting policy strategy sessions for delegates participating in the negotiations of those days, and those further interested. Details to join these will be shared a day before internally withi.
